Failed to initialize windows sockets - IE Startup

Hello,

When I attempt to load Internet Explorer, I get an error
message stating "Failed to load Windows Sockets"
with "RyDial" in the title bar. I think it's a problem
that the dialer problem is having accessing the modem.

Can anyone shed anylight?

The problem only started after I un-installed McAffee
Virus Scan 7.
