failed install of windows journal viewer update

I am running win 2000 sp4. When I check for updates it says that I am
missing one critical update - Windows Journal Viewer.

A) I don't know what that is and don't think I use it
B) I have tried the install on a few occassions and it always fails.

Do I need this update?
If so, any suggestions?
