The function keys are program specific; that is they do whatever the program
you are running wants them to do. For example, in many programs F1 is for
opening Help, but if you were running a game F1 might change the view or
specify that you want four tires on your next pit stop. So being able to
change them depends on the program you are currently running and whether or
not it will let you.
