F 10 button & light

On my Toshiba laptop I am getting a green light under the F10 button which
makes using the keyboard impossible. When the light comes on (usually as soon
as you try to type something) either symbols appear instead of letters or all
letters are in caps, but you can't type in numbers.
Can anyone tell me what happened? This started a short time ago and I can't
figure out how it began or how to stop it. I am running Windows XP home
edition. Thank you.
