External USB Drive not recognised at XP Startup

Hello,
I seem to have intermittent problem with External USB drive I have
purchased. Windows XP doesn't seem to recognise it automatically most of the
time.
If i was to click My Computer > Right Click > Manage etc etc then I can
access it but any ideas why it doesn't appear sometimes in My Computer.

I know a fellow with the same issue. We can access the drive from the
run-line by drive letter. If you can get the drive letter in disk
management, then you know where to access it.
