External modem connectivity

With external 56k modem on XP, is there a way of not rebooting xp with modem
on in order for xp to realise the modem is there? I don't turn on modem all
the time even when using my computer. When I do need to connect to the
internet, I have to turn on the modem, then reboot xp to let it realise that
it is not dead. Is there a way of not needing to reboot to get it realise
the modem? This never will happen under older version of windows.
 
Have you tried "Add Hardware" from the Control Panel?

To what port is the modem connected?
