External mail in text format

I don't know whether this belongs here in Exchange 2003 or in Outlook forum,
so I'll post in both.
I have one user who receives all external email in text format, but internal
emails in html.
The Outlook option to read all standard emails as text is NOT ticked.

All other exchange users are OK.

I can't see any option in the user account to set this as an option.
Where do I look?
