Express rule missing from Outlook?

Hi, and thanks in advance:
There is a rule in Express that says: If address in the to, cc or bcc =
(list) then do not download from the server.
Where is it in Outlook 2003 please?
Is it possible for me to import all the rules I had before I upgraded from
express to Outlook?

Outlook isn't an upgrade from Express - they are two totally separate
programs. And no, Outlook doesn't have that function AFAIK.... (2003
might.........)
 
Nope, it's not in 2003. The best you can do is download headers only then
pick the messages you want to download

I guess I'll just have to play a lot more with the mail... I'll look at the
headers and see if that is a solution. Many thanks
