Explorer will not open

I am trying to fix my friends computer and everything works, but the IE will not open. It says that it is open but you can't see it. My initial problem was that APPS.inf was missing in Windows 98. I added this file into the Windows\INF folder. I was able to reinstall IE but it still will not show up. I can not get to the Internet without it. Can some one help me?
