explorer pop-up window always on top

When double clicking on files out of windows explorer, after the file
opens, the explorer window jumps back on top in the display order,
obscuring the application window. How can I get the explorer window to
stay in the background whenever I open a new file?

This behavior is usually due to an errant or erroneous entry in one of the
"run" commands in your registry. Find it, delete it, and test.
