Explorer is 'locked' and playing up - HELP!

Hi

XP Home SP2

Explorer is acting weird. I cannot move the address bar
and other bars - they are locked.

Even though I have unlocked them on View/Toolbars/Lock-Unlock toolbar.

Norton hasn't fixed this.

Any ideas?
