Explorer folder views won't stay as selected

I have some folders set for icons and some for details. In
explorer\tools\view\Files&Folders I have Remember each Folders View Setting
box checked but the all views always return to details setting. What causes
this?

The Default for Windows XP is to remember the view settings for the 400 most
recently used folders.
