explorer.exe won't stay running

I have a W2K computer that boots up normally and gets to
the login screen. When any user (including local
administrator) logs in, it goes to the blue screen with
the mouse pointer on it. It will briefly display the task
bar at the bottom of the screen and then go back to the
blue screen and stay there. ctrl-alt-del brings up the
usual screen allowing for logout or restart etc. If I
start it up in safe mode, it does the same thing. Starting
it in in safe mode with command prompt gets me to a
command prompt. When I run explorer.exe from the command
prompt, the desktop briefly appears and goes away.

For some reason explorer won't stay running. There is
nothing in the event log to indicate a problem.

Is it possible something (virus mabe) is shutting down explorer at startup?
Run regedit and check HKLM->Software->Microsoft->Windows->Current
Version->Run and see whats starting up.

I already checked this. There is nothing abnormal in "Run"
or in the startup folder. There are no unusual processes
running that I can find.
