Explorer.exe will not run

I have a PC running XP Pro SP2. There is no Start Bar or Desktop just a
background screen. I can run everything from task manager via the new task
button except IE and Explorer.exe. When I run IE it never starts there is no
Application or process. When I run Explorer.exe the start bar flashes on
then disappears. There is no explorer process either. I have been running
antivirus (Norton Antivirus 2006) and spyware removal tools but so far
nothing has fixed the problem. I have turn of everything in msconfig startup
and all non window processes in msconfig. I have run sfc /fix and
reinstalled windows from the cd. So far nothing has fixed the this. I can't
afford to reformat the disk.

A quick google on this type of error is not very promising, I'm afraid. A
format/reinstall seems to be the common solution.
