The Dll call is a common component of many network type applications.
For example I use a program WS Ftp-Pro and it uses the dll. This does
not sound like a Malware infection but more of broken support dll &
at boot time the program is attempting to start and fails. The module can
be found in multiple folder locations using various versions. It isn't part
of XP so doing an SFC wouldn't resolve the problem. The best way to
diagnose this is to locate a Registry Key with the dll name & path and
from that you can locate which program is making the call and why your
setup is missing the file or the expected version.

Why don't you try a System Restore back to a date before you started
experiencing this problem ?

Yes I tried to do that but why there are no previous dates to choose from in
system restore when it is enabled has baffled me also.

I've replaced the libeay32.dll file and also installed windows xp SP3 and so
far no problems.
