explorer does not start

i have tried everything i can.
attempted to use system restore, failed.
checked for problems in regedit, failed.
last known good config, failed.
sfc /scannow, failed.
repair install, failed.
why does windows explorer not start?
it doesnt in safe mode, and the computer cannot boot off CD.
i tried everything in other posts.

If the computer won't boot from the CD (and you have set the CD to be the
first boot device in the BIOS), then there is a hardware problem. You have
to fix that before trying to repair windows.

If there isn't already a backup of important data do that first. Here are
some options:
1. Take the drive out of the computer and install it as a slave drive in
another Windows XP or 2000 computer. It should read the drive ok, so you can
copy the data.

2. Create a bootable Bart's PE disk, boot from that, then copy the data to
external USB drive or flash drive.

3. Download a bootable Linux distro called Knoppix. Create a bootable CD
from that, boot from it, and copy the data to USB drive or flash drive, or
if the computer has two CD drives, one of which is a burner, then use the
k3b burning program on the Knoppix CD to burn the data to CD.

4. Take it to a competent computer tech to backup the data.

i have a bartPE disc.
ok, i meant it doesnt boot off the installation cd.
now how to fix the explorer problem?
thats all i need to know
googling offers no help

no apparently explorer is not running
i am monitoring with taskmgr, and i use sfc /scannow via new task.
sfc is running as part of winlogon.exe

If it doesn't boot off the installation CD how were you able to do a repair
install, "Repair install failed"? What do you mean that system restore
failed - failed to run or failed to fix the problem. Same with regedit
failed. Why would you try last known good configuration if the system
boots? That is only used when it doesn't boot. What exactly is the
problem? What is the history of the problem?

Seems that your computer is missing certain system initiation part. Asssuming
that you are able to boot it, but unable to load explorer.exe, the only thing
you see is taskmgr.exe, then you can also try one thing on cmd prompt. type:
C:\WINDOWS\system32\Restore\rstrui.exe
and see if you find any known good restore points that worked previously.
restoring to previous working state might help in this case.
