Explorer browser

Somehow I have changed the way Explorer handles links.
When I select a link, I know longer get a page displayed.
Instead I get a windows bar to open the link. This is
obviously a needless step and very frustrating. I have
searched the options in Explorer to reset this to actually
open a window, not just a window bar. Any assistance
would be appreciated.
