Explorer bar stuck on left of the desktop

The blue pane from the left hand side of explorer
(contains the File and Folder Tasks, Other Places, and
Details) is stuck by itself on the left side of the
desktop. The desktop itself has been shifted right to
make room for this bar.

Explorer does not open when I run it - it seems to
already be running. Folder options will not open from
Control Panel.

Any ideas on how this happened and how to make it go away?
