Explorer automatically dials internet

I have a Windows ME system that has developed a bad
habit. On start-up and on shut-down, Explorer dials my
internet connection. If I allow it to connect, data is
sent and received, but I don't know what and to where.
How did this occur and how can I correct it? I don't like
the idea of Explorer just connecting on its own and it is
a pain to keep cancelling the connection.

Go to Tools, Internet Options, Connection tab and check
Never dial a connection. You should also check whether you
have been Hijacked. Run CWShredder from
http://www.spychecker.com/program/cwshredder.html, Spybot
from http://www.safer-networking.org/index.php?
lang=en&page=download and Ad-aware from
http://www.lavasoftusa.com/ while offline and in SAFE boot
mode.
