Exclusionary Exchange Mail Rule?

Very simple! I want all of my mail that does *not* have "domain.com"
in the sender's address, once all other rules have finished
processing, to move to a particular folder. How do I achieve this
with Outlook 2007 Rules?

Apply this rule after the message arrives
on this machine only (which may or may not show up)
move it to the <blah> folder
except with <specific words> in the sender's address

And just make sure it's the last one on the list.
