Microsoft antispyware does not let norton antivirus to install.
At Norton,s support, they say to tell Microsoft antivirus
to exclude 2 Norton files from being cheched by Microsoft
antispyware...

How do I tell the antispyware not to bother the 2 norton
files? [1] symlcnet.dll and [2] xlok.

I have encountered a similar situation, my recommendation is to temporarily
shutdown Microsoft AntiSpyware from the notification areas. Right click the
bulls eye icons and click "Shutdown Microsoft AntiSpyware" then proceed to
install Norton. After that, you can simply relaunch MSAS by click the icon
on your desktop or program menu group.
