exchange mail not being delivered to local PST

mail is not being delivered from the exchange mailbox to
the local pst mailbox. Delivery is set for local personal
folder, the account is not locked, and I have removed the
local pst and repathed it, also I have recreated the
exchange settings from scratch.

You can move the exchange mailboxs mail around to any
folder in that exchange mailbox, but when you try to drag
an email from the exchange mailbox to the local mailbox
you get the following error.

Error
Microsoft Outlook Can't move the items. The item could
not be moved. It was eather already moved or deleted, or
access is denied

Ok well I answered my own question so I guess I'll share
it with everyone. The item amount in the inbox was over
13000 items, which was over the item amount allowed. I
archived from a certain date back to remove some of the
emails and the mail started coming down to the local PST.
