Exchange Global Address List Contact Properties change

I've used in the past a small application provided by Microsoft which let's
end users change certain fields of the GAL from their application side,
instead of having the outlook admin needing to do that.

I'm mostly interested in allowing end users to update their phone/notess and
some of the general info tabs.

I can't remember the tool and can't find it anymore. Anyone know of this
and has a tip where I can find it?
