exchange email tracking not working

Our office got a new server with exchange on it and since then my emails do
not show a tracking tab. I rely on this tab because I bind coverage via email
and this proves my company has received my request. Can you tell me how to
fix this problem? My current IT man does not know why this is happining all
the checks are checked in the email options box so not sure what happen. I
look forward to hearing back from you.

Peter, you wrote below that I need to reply to Newsgroup, is this how I do
that? This is my first time using this system. In any event it appears no one
out there knows why the tracking does not work with our new exchange server.
It does appear that a lot of people are having similar problems with tracking
in other areas of outlook email. Maybe Microsoft needs to upgrad there
software.
If someone does have a solution to this I would greatly appreciate it.
