Goto your local software retailer (store) and buy Office XP software. Excel
is part of the Office software and was never included in Windows, unless
pre-installed by computer reseller/OEM.

You get Excel by buying it, no way around it.

Check Open Office (www.openoffice.org) for a free, open-source office
suite that includes a spreadsheet processor.
