excel not loading

Excel started crashing a system i manage.

ran norton anti-virus: no problems
removed and then reinstalled office (with reboot between
each step

installed patches 1-3

still will not run.

one time received error:

0E at 017F:BFF9DFFF

and yes, i went through the KB

Two common suggestions:

1. Maybe the customized toolbar file (*.xlb) got damaged. If you search for
that file and rename it to *.xlbOLD, then try starting excel again, does the
problem disappear?

If yes, then delete that *.xlbold file and customize it again at your leisure.

2. clean up the windows temp folder
