EXCEL ERROR

I AM GETTING AN ERROR WHEN I TRY TO OPEN ONE OF MY EXCEL
FILES. THE ERROR READS "FILE CANNOT NOT BE ACESSED. THE
FILE MAY BE READ-ONLY, OR YOU MAY BE TRYING TO ACESS A
READ-ONLY LOCATION. OR, THE SERVER IS STORED ON MAY NOT BE
RESPONDING", CAN ANYBODY HELP ME? PLEASE EMAIL ME WITH AN
ANSWER, THANK YOU
