Excel Documents wont open unless through Excel Application

Trying to figure out a problem with excel. None of the users excel files
will open unless you open excel and browse out to the files. Shortcuts from
the desktop or directly clicking on the files doesnt not work. Directly
clicking only launches excel but no workbook is launched. Shortcuts give the
error that not a valid shortcut. Remapping shortcuts didnt make any
difference. Have attempted a "detect and repair" and also completely
unstalled and reinstalled all of office package. Neither had any effect.
All other office products appear to be working fine.

Tools / Options / General tab / Untick 'Ignore Other applications'
