Problem opening excel from shortcut

When I attempt to open and excel program from a created shortcut the program
appears to load with a blank blue screen with an unusual configuration at the
top or excel will report the file doesn't exist. Closing out the window and
hitting the shortcut again usually works, but not always.

Tools > Options > General and clear the ignore other apps checkbox
