Excel Crashes when saving as HTML when using chart with multi valu

I have an excel file that has a scatter plot overlayed onto other data. This
all works fine in Excel but when I save the file as HTML I get the standard
crash error:
"Microsoft Office Excel has encountered a problem and needs to close. We
are sorry for the inconvenience."

My version of Excel is Office 2003 SP1 and I am working in Windows XP SP2. I
can not upgrade to Excel SP2 as the system is updated by our systems
department and we all need to be on the same version.

This is not just an issue of saving as HTML - I do that all the time with
many other excel files. This has to do with the overlay of the scatter plot
data with the background data. If I remove either data set the save as works
fine.

If someone has an idea of how to work around this that would be awesome.
What I would really like to do is report this to Microsoft but I do not see
any links on their web site to just report a bug.

If you get the blocking error no matter the changes you apply to that chart,
then there is a likelihood that it's a Excel 2003 SP1 regression. There is a
chicken and egg problem if you are not allowed to upgrade to Excel 2003 SP2.

A workaround would be to insert the spreadsheet in Word, and save it as html
from there.

As for submitting a bug, there is a "tech support" button in the about box.

Thanks for your response. I was actually able to use my companies lab
machine to verify that this issue still exists in Excel 2003 SP2 with all the
updates.

I am not sure how to import a whole spread sheet into Word - but I think
that would not be a good solution for me.

And as for submiting a bug - I found the right link which only gives you a
phone number. I called their support group but they refuse to take the bug
report unless I pay for a service charge of $35. That would be fine if I
expected a solution from them. Where I do not think they can fix this until
some future main release I just wanted to give them the bug for their own
use. The ystill refused to take the report with out getting money.

Anyway - thank for your advice so far. If any one else has any suggestions I
would love to hear them.

The core of the issue is because there are two different types of plots
happening - a scatter plot and a plot of regular data over layed over each
other. This allows the scatter plot to have the apparence of a quadrant
chart - something Excel does not do. The file referenced below will reproduce
it.
