Hello,
I have an Excel spreadsheet do calculate stuff. When I put that sheet on a
target machine and access it with C#, do I need an Office/Excel license on
that target machine?

Yep, you need the licence to install the Office COM objects for
manipulating your Excel sheet. You could use the free Excel Viewer,
but I would guess that only allows read-only (and very limited) access
to the Excel model...
