Almost certainly this has nothing to do with Windows, but is a hardware
issue--either the monitor, video card, or the cable connecting the two.

The first thing to try is making sure the cable is firmly connected.

If that doesn't fix it, see if you can borrow a monitor from a friend. If
the borrowed monitor works correctly, you'll probably need to replace your
monitor. If the borrowed monitor also is shades of red, you probably need a
new video card.

Check the monitor cable, pins and connection first.. if possible, try it out
on another computer.. if all is still red, you are in need of a new
monitor..

If the BIOS screen is red, then follow the advice given by the MVPs.
However, if the Boot/Bios screen is normal but only after Windows starts
the screen turns red, there may be a problem with the video driver
settings where the red has been increased or the green and blue signals
decreased.

Specify your video card or motherboard video hardware and the driver in use.
