Ever-Changing Drive Letters

I've partitioned my HD and an external HD. The drive letters I assigned
will not stick. I want the external to have R:\ as the primary and W:\ for
the logica. The letters keep changing, usually to E & F.

I've used Partition Magic to assign the letters. I've also used TweakUI.
What next?

I'm running XP/MCE2005, SP2.

Start > Right click My Computer > Manage > Under Storage select Disk

You can asign any letter to any drive over here.
