Event logs empty

I've got Windows 2000 Server(SP4) running Exchange 2000 Server (SP2). I received an alert that the Win2k application log was full, but in event viewer, the log appeared to be empty. In fact, all the logs appear to conatin 0 items. I would be grateful if someone could offer suggestions about how to make logged events show up in the event viewer, or direct me to a source of information on the topic.

I'm having the exact same problem. I was pointed to:

The frustrating part is that Microsoft isn't making the hotfix available
online. My Windows OS came with my Dell system, and going through
Microsoft's Product Support options keep referring me to Dell.
