Event ID: 7000 mrtRate service failed to start. (???)

Hi,

I am currently using XP Home (SP1) on a single machine.

I took a look in the event viewer and noticed a recurring
error. It seems to happen sometime during start up.

Below is the error message:

Event Source: Service Control Manager
Event Category: None
Event ID: 7000
Date: 11/18/2003
Time: 7:07:42 PM
User: N/A
Computer: BASEMENT
Description:
The mrtRate service failed to start due to the following
error:
The system cannot find the file specified.

NOTE:
I looked around for an answer and have read about the
possibility of it being related to Quicken. I do, indeed
have Quicken 2003 on my machine, but have never used it
and the error only seems to have started a few weeks
ago. My version of Quicken is also newer than the
versions (2000, 2001) that are mentioned having the
problem. My machine came with Quicken already loaded on
it(OEM?).

Is Quicken even the culprit?

How do I fix this?

Any help would be appreciated!
