Event ID: 4356 on MS Windows XP

Hello,
I have a problem with a new application I need to deploy on several
workstations. This application is a front end to a database. Also the
application needs to be able to send data to a web site by launching MS
Internet Explorer.
However on some computers the application is not able to launch MS Internet
Explorer. The error message is below:
