Event ID 26 at branch offices

We have several branch offices that connect to our Exchange 2003 server at
our central office. The clients are using Outlook 2003. Approximately every
30 minutes they are receiving a popup that " Connection to the Microsoft
Exchange Server has been lost". Almost immediately, the connection is
reestablished. The clients are connecting using a box to box VPN over a T1.

I check the Exchange server and it is set to 30 minutes. I checked one of
the clients and it is set to 15 minutes. I have played around with some
group policies for Outlook to try and not have the System Tray baloons pop up
but my clients are still receiving the errors.
