eternal usb drive

Hi,
I have installed a 30GB external usb hard drive to a win2000 pro
dell laptop. The os can see the device in the device manager, but
when I try and format as administrator in the disk manager area the
format option is greyed out? I have tried to do from DOs but it can't
see the hard drive..

Any advice welcomed.
