Esoteric question about the task bar

My task bar is currently three "rows" high. I'd like it to be four rows
high, with the lower two rows reserved for application icons and the upper
two for quicklaunch.

When I try to expand the task bar by dragging it, it increases the height of
my quicklaunch "rows," not the one currently holding application icons.
When I shuffle the quicklaunch bars around to create a new row, it
invariably increases the height of THOSE, but never allows the application
icons to go to two rows.

Is there some SANE way of doing this? To get three, it took me more than 15
minutes of fiddling with it. For the same reason: it really wants to
increase the height of the quicklaunch bars, not the application icon

You would do better to spend 15 minutes looking for your sanity than trying
to organize a huge task bar to the way you want..
