Errors in Event Log

To all,

Tried to find the most appropriate place to post this.
Hope this is it. If not, if someone could please refer me
to a more appropriate place, I would appreciate it.

I have the following errors in my event log with every
startup (Windows 2000 PRO SP4)

Type: Error
Source: IPSEC
Event: 4281
Error Message: 'Unable to allocate required resources.
Initialization failed.'

followed immediately by

Type: Error
Source: Service Control Manager
Event: 7000
Error Message: 'The IPSEC driver service failed to start
due to the following error: Insufficient system resources
exist to complete the requested service.'

The system has 384 Megs of Ram and plenty of hard drive.
When booting, it seems to freeze on the 'Loading System
Policy' for about 15 - 30 seconds. I am relatively new to
Win2K and any help would be greatly appreciated.
