IPSec error in event Viewer

Greetings,

I keep getting IPSec errors in the event viewer when
booting up. I'm trying to find what is the cause of this.
It is Windows 2000 Pro.
Event ID's are 4281- Unable to allocate required resources
7000- IPSec failed to start: Insufficient System resources
321- IPSec driver failed to load
319- IPSec Policy Agent couldn't be started. Oakley failed
to start

Any ideas what could be the cause and/or resolution???

As one who knows very little about this subject, and at the risk of
wasting your time -- I don't suppose it could be something as simple
as having IPSec Policy Agent set at "Disabled" in My Computer > Manage
Services & Apps > Services -- could it?
