Using Microsoft Win 98 2nd edition and Internet Explorer

Was on cisco.com website when the error appeared:
SHELL ACESS ERROR. Is that from my pc or an outside
internet server that the PC is responding to?
If internal error should I reinstall 98? or IE?

Was this a one time error or do you still get it?

Nothing was found at google.com on this error.
"SHELL ACCESS ERROR"
