Error when upgrading to XP

While upgrading a partition from Win98se to WinXP the upgrade stops
with the following errors (from the log), and even worse; unistall
then runs twice, and after that Win98se won't boot at all :-(

Anyone know what is the problem (I had a backup so Win98se is back up,
but no use trying again until I find the errors and correct them):

Error:
C:\WINDOWS\setup\defhives\system.dat could not be loaded [ERROR=2]

Error:
Registry files from previous operating system are damaged or missing
[ERROR=2]
***

Error:
Init Processor: Win95RegInit failed (path: C:\WINDOWS\setup\defhives)
[ERROR=1016 (3F8h)]

Error:
W95UpgNt_Migrate: MigMain_Init failed [ERROR=1016 (3F8h)]
***

Error:
Setup cannot upgrade some settings. After Setup completes, you may
need to reinstall one or more programs. [ERROR=1016 (3F8h)]

Fatal Error:
Setup will now restart your computer and try again. If this error
continues to occur, select Cancel Windows XP Setup when your computer
restarts.

Before upgrading any existing Windows installation, it would be prudent to
run the Upgrade Advisor for Windows XP. This tool will report what hardware
or software may be incompatible with Windows XP. If you follow the Upgrade
Advisor's recommendations, you should not have any problem upgrading to
Windows XP.

If you fail to utilize the Upgrade Advisor, you may run into incompatibility issues.
Just inserting the Windows XP Upgrade CD in the CD Drive and selecting
"upgrade" is not going to give you the desired result. You must "prepare and
plan" your computer before beginning the upgrade process.

It is imperative that you have the latest BIOS update installed. Visit the support
website of the manufacturer of your computer or motherboard for instructions
on updating your computer's BIOS.

Also, physically disconnect all your peripheral hardware devices,
especially USB devices (not including your mouse, keyboard or
monitor). Uninstall any antivirus program, too!

Did so, nothing terrible came up (warnings about some drivers not
certified, and that some programs might need to be reinstalled).

Done that. Also have the drivers needed. Everything went well until it
was nearly finished configuring the new files. The error says somthing
about the registry. Anyone know what this error is? If you do I can
manually fix this before trying to upgrade again (Win98se has never
complined about any registry fault).

Have done this upgrade on several machines before without any trouble

I'll try looking at you liks as well

Hmmm... Tried to run "scanreg /fix" and it passed through the USER.DAT
nicly, but when scanning SYSTEM.DAT it either hangs or reboots :-(

Is there any other registry utilities that might find what's wrong?
