Error when trying to open links

I get an error message when I try to open links in Outlook 2k (on Windows
2k). The error message says something like, 'Incompatible program, this
program requires Win 95 or 98. Install a compatible version.'
I've already tried the advice in KB 258166 but found that I don't even have
all of the file types mentioned. For instance, I don't have URL:HyperText
Transfer Protocol for which to create a file association.
Just for giggles I sent myself a known good link (cnet.com) and got the same
error so I know it wasn't a problem with the sender. On the other hand, if
I send myself a shortcut to a website I can open that.
I'm stumped. Any ideas?

The first thing would be to repair, and if that fails, re-install outlook,
then office if necessary.

What version of Outlook Express do you have? Outlook requires at least
Outlook Express V5 to be installed. (Just a shot-in-the-dark.)
