Can't open links in email

I'm running Outlook 2k in Windows 2k and can't open links from Outlook. KB
article 258166 recommends looking at file associations but I don't have
URL:HyperText Transfer Protocol as mentioned in the article so I can't
create the association for it and HTTP doesn't come up as an association
type.
The long and short of it is that I can't open a link in email and can't fix
the problem per the KB article instructions.
Please help.

Can you not actually click on the link ? or does it not
appear as a link? do you get any error messages at all ??

Sorry for my lack of clarity.
When I click on a link I get a message to the effect of , 'Incompatible
program, this program requires Win 95 or 98. Install a compatible version.'

Try Tools> Options> Security> and uncheck Do not allow attachments to be
opened that could ......

Bzzz. Thanks for playing, but that setting exists in Outlook Express, not
Outlook and the OP specificially said:
