More details on type of cell phone and memory would be very helpful.

In general, to download to most cell phones, you need a connection
method (bluetooth, infra-red or cable) and the required Windows
drivers for the cell phone. You also would need to know if your cell
service carrier has "lamed" the cell phone. Several cell service
carriers has purposely disabled most Windows to phone features so as
to "force" you to use cell air time in order for you to transfer to
the cell phone. This means that they can charge you for more usage.

Other possiblity is to get a memory card reader and connect it to your
Windows XP PC. This would then give your new "drive" letters which
you could insert the cell phone memory card, providing the memory card
is removable.
