Error when installing SP4

When trying to install SP4 it stops during the
installation and gives me a message "Failed to execute
regsvr32.exe. Error code: 5." Then it quits the
installation.

Does anyone know what this means or what I should do?
 
Code 5 = access denied. Be sure you're logged on as local administrator.
Have all other applications shutdown including any AV
