Error states that <windows root>\system32\hal.dll is corrupt

I started my compter one day and it went blank. Then, it showed an error
message that stated: <Windows root>\system32\hal.dll is corrupted or missing,
please reinstall the file. I need to know how to either fix this file, or how
to reinstall it into the system32 folder.
