Windows XP how to fix system32\hal.dll

i got this problem where by, when i switch on my pc it state" windows could not start because the following file is missing. windows root>\system32\hal.dll.

how to fix that kind of a problem. it wont start nothing.

I'd advise seeing a dentist as soon as possible :)
