Error parsing message?

Hello
Don't know what's causing this hence don't know where to
ask question - maybe someone here can help?
I am getting the following message frequently, for
instance when accessing a file download dialogue on a web
page.
"Error parsing C:\windows\system32
\URTTemp\config\machine.config. Parser returned error
0x80070003"
Click OK. Error dialogue disappears and there does not
seem to be any consequencial effect. Something must be
wrong somewhere.
Any ideas anyone, please?

0x80070003 means path not found, which probably means the file is missing.
Is it?
